Shtokman - decision: Those who are waiting for something good will may be not wait in vain

Everyone waiting for a positive investment decision for the development of the Shtokman gas field are accustomed to suffer and to smear themselves with patience. Waiting continues and we have to smear us even more. The Board of Shtokman Development AG has - not surprisingly - postponed the decision until March 2012. What does this mean?

From Friday and Sunday last week a “Border Day Event” took place in Pechenga Region, close to Norway. During the “Nikel Conference” on Friday more than 120 people gathered to listen to speeches of representatives from authorities, politics, business, culture and different organisations with the topic trans-border cooperation between Russia and Norway. The background for the conference which is supposed to be an annual event is the planned introduction of visa free travel for inhabitants of Sør-Varanger Municipality and Pechenga Region. On Saturday a seminar about the development tourism was organized in Boris Glebsk.

Murmansk is not exactly the centre of the world and it is absolutely no place where global decisions are made. But many important people come to our city to attend meetings and conferences – decision makers, suppliers and people who have close contact with such persons from more central places. In any case, we feel well informed here in the city of Murmansk, at least when it comes to the Shtokman project. Therefore I believe that I have a solid basis for my assumption: There will be no final decision about any investment into the Shtokman project during the next board meeting of Shtokman Development AG in April. But this actually gives cause for a well-founded optimism.

Sorry, then you have to go to a the consulate to obtain visa before you can start your travel. My question is: Why is it easier for people who live in other parts of the world to enter the Schengen countries than for a citizen of the largest European countries - Russia?

Now we understand why Hydro was so passive on the Shtokman-front during last time

In an editorial for our Norwegian internet newspaper russland.RU I wrote that ”we have not seen and heard much from Hydro in the Russian North (during the last time) … We have to assume that Hydro works a lot behind the scene”. I also asked the big question: “What happens with Hydro?” Now we know what has been going on backstage. And have to conclude that they did some very spectacular move which will increase the Norwegian chances in the international oil- and gas industry quite a lot. The merger between the former rivals Hydro and Statoil will improve the Norwegian position – not at least in Russia.

President George W. Bush might face a lot of unforeseen challenges during his last years in the White House. His Russian colleague Vladimir Putin said in his remarkable speech to the nation last week that Russia is going to establish a rouble-based trade exchange for oil and gas. Earlier Iran has announced its plans to sell oil for euro. Now Venezuela’s President Hugo Chavez informed that his OPEC-country is thinking about writing its invoices for oil deliveries in the European currency.

This transformation will proceed with an even higher speed after the decision about the Shtokman-development will be made – hopefully – during May. The era of the pioneers is over; the third generation is ready to push the start buttons – and will meet a lot of challenges and traps they probably don’t expect.

This sounds spectacular and scaring. But is it true? We think that it is just another example for the Russo phobia of some Western politicians and their mouthpieces. They simply do not appreciate, that Russia is back on the scene as a power with increasing economical and political influence.
