Putin proposes introduction of mandatory language and culture test for immigrants to Russia from 2013

Prime Minister of Russia, Vladimir Putin, is of the opinion that all immigrants who come to Russia from 2013 must take a mandatory test that includes Russian language, literature and history. He wrote this in the newspaper "Nezavisimaya Gazeta", which published on Monday his article "Russia: the national question".
Russian Attorney General reports around 3,000 violations of election law by parliamentary elections in December

During the Russian parliamentary elections which took place in December it came according to the prosecutor's investigations to 3,000 violations of the election law. A report was sent to President Dmitry Medvedev and was posted on Kremlin`s official website. It says that in connection with the investigation so far "95 people were imposed administrative fines".

Russia's President Dmitry Medvedev has on Friday dismissed the governor of Arkhangelsk region, Ilya Mikhalchuk (55). The president has previously criticized the governor for problems in public services in the region, including the hot water supply.

Russian Prime Minister Vladimir Putin said on Tuesday in a conference call that he is convinced that there is a need to improve the evaluation system for the work of governors in Russian regions. He stated this in the context of a hearing on the efficiency of the activities of the regional bodies. Putin underlined that "the new criteria for the assessment of the activities in the regions must be transparent and clear, this includes also the public opinion".

Russian President Dmitry Medvedev described the visa requirements for Russian citizens to travel to Germany as an obstacle in relations between the two countries. "We hope that Germany and other European countries are moving towards the abolition of visa requirement, this is the only possible way for a full partnership".
Breakthrough in WTO talks between Russia and Georgia

On the road to membership in the World Trade Organization (WTO), Russia and Georgia have taken a long step further. The Georgian Deputy Foreign Minister Sergi Kapanadse said on Thursday to the news agency AFP that Moscow accepts a deal that Switzerland has mediated between the two parties. The Russian chief negotiator Maxim Medvedkov confirmed the breakthrough. Georgia's claims to the big neighbor have so far blocked a Russian membership in the trade organisation.
Newspaper "Rossiyskaya Gazeta" published law to reduce the threshold of parliamentary elections from 7 to 5 percent

"Rossiyskaya Gazeta" ("Russian Newspaper") has on Friday published a law in order to reduce the threshold in the federal elections (elections to the State Duma) from 7 to 5 per cent. The law was signed by President Dmitry Medvedev and comes into force on 1 January 2013.

The average amount paid for bribery in Russia has increased in recent years to an average of 250,000 rubles, said the country's secretary of state and Deputy Interior Minister Sergei Bulavin.
